"Both Apple and the Department of Justice suffered from their fight over the San Bernardino iPhone, so both want a resolution that doesn't involve legal action. But the only way for this issue to be resolved going forward is for either the courts or (more likely) Congress to definitively answer the question of how much assistance technology companies have to provide the government when criminals and terrorists use their products."
