Sacks's research focuses on the generosity of the social safety net in the United States since welfare reform, specifically examining variation across states and time. Sacks's research deals in particular with state administration of federal programs, for example SNAP, TANF and Medicaid, and how states differ in providing assistance as well as how those differences manifest in the population. Sacks's work also touches on the interaction of public health and social policy, more specifically birth outcomes such as maternal morbidity and mortality. Sacks's work also includes a focus on devolution and federalism, with a specific focus on TANF in North Carolina.
