Sacks's research focuses on the generosity of the social safety net in the United States since welfare reform; specifically examining variation across states and time. Sacks's research deals in particular with state administration of federal programs; for example SNAP; TANF and Medicaid; and how states differ in providing assistance as well as how those differences manifest in the population. Sacks's work also touches on the interaction of public health and social policy; more specifically birth outcomes such as maternal morbidity and mortality. Sacks's work also includes a focus on devolution and federalism; with a specific focus on TANF in North Carolina.
